FMLA and raises

Do you give employee's on FMLA leave raises given to other employees ie: cost of living?
After FMLA has been exhausted ( past 12 weeks ) Do you give employee's on unpaid medical leave raises given to other employees ie: cost of living?
IE: If an employee was off from July 2008 to May of 2010 not protected under FMLA, our policy states that unpaid leave does not receive accrued benefits (sick/vacation) and if they wish to continue health insurance must pay COBRA. It does not state anything about raises. 
Would this employee be entitled to raises given to other employee's while he was on unpaid leave.
